Gym licence in India: what you may need and where to check
There is no single "gym licence" for all of India. What you need depends on your state and your city, so the safe answer is to build a list from the offices that govern your address and check each against its official site. This page lists what gym owners commonly look at and where to verify each item.
This is general information, not legal or tax advice. Rules and fees change. Check with your local authority or a chartered accountant before you act.
The short list
| Item | Who issues it | Why gyms look at it |
|---|---|---|
| Shop and establishment registration | State labour department or local body | Covers a business with staff and a premises |
| Trade licence | Municipal corporation or council | Local permission to run a business at an address |
| Fire safety clearance | State or city fire department | Depends on building type and size |
| GST registration | GST portal | Depends on turnover and state |
| Udyam registration | Udyam portal | Optional MSME registration, free |
| Music licences | PPL and IPRS | For playing recorded music in the gym |
Not every gym needs every row. Your local office decides what applies to your premises.
Shop and establishment registration
Most states have a Shops and Establishments Act that asks businesses with a premises to register with the labour department or local body, often within a set number of days of opening. Portals, forms and fees differ by state, and some small establishments have lighter rules. Search for "shops and establishment registration" plus your state name, and use the state's own website. We could not verify one national rule here, so we do not state one.
Trade licence
A trade licence is typically issued by your municipal corporation or council. Some cities require it for gyms, some fold it into other permissions. Ask the local municipal office what category a gym falls under and what documents they want. Common asks are an ID, address proof, the lease or ownership proof, and a no-objection letter from the landlord.
Fire safety
Fire clearance rules depend on the building, the floor and how many people use it. A gym on an upper floor, in a commercial complex, or with many members at once is more likely to need a fire NOC. Ask your local fire department or municipal office. Even where a certificate is not asked for, a working extinguisher, clear exits and a first-aid kit are worth having.
GST registration
GST registration is tied to turnover and your state. The GST portal has a section on registration, with a guide and FAQs for applicants: gst.gov.in registration help. That page lists the application steps and links to the FAQs, but does not itself state the turnover limit, so read the current limit in the FAQs or ask your CA. Do not copy a number from a blog post, as limits and exemptions change.
Udyam registration
Udyam is the central government's registration for micro, small and medium enterprises. The Udyam portal says registration is "totally free" and "fully online, paperless and based on self-declaration", and that an Aadhaar number is needed. It also says PAN and GSTIN details have been required since 1 April 2021. Many gym owners register because lenders and some schemes ask for it. During registration you pick an activity code. Our NIC code guide covers that step.
Music licences: PPL and IPRS
Songs have two kinds of rights: the recording and the composition. In India, PPL licenses sound recordings and IPRS licenses the lyrics and music of songs. A gym that plays recorded music for members may be approached by one or both. We could not open the PPL or IPRS sites today, so we do not quote any fee or category. Contact each body directly, ask for the category that fits a gym, and keep proof of payment. Class-based music, such as Zumba or aerobics, may carry a different fee, so say so when you ask.
Other things people forget
- Insurance. A public liability or accident policy is not a licence, but a member injury without cover is expensive.
- Qualifications. Check any state or local rules about trainer qualifications and first aid.
- Signage. Some cities charge for or regulate outdoor signboards.
- Water and power. Commercial connections may differ from residential ones.
- Member data. If you collect names, numbers and health details, see the notes in the membership form guide.
How to find out what applies to you
- Write down your exact address, building type and floor area.
- Visit your municipal office, or its website, and ask which licences a gym needs.
- Ask the fire department about the building.
- Ask your CA about GST and tax registration.
- Contact PPL and IPRS if you will play music.
- Keep every receipt and certificate in one file, scanned and on paper.
Put each fee in your startup cost calculator and your plan. The how to start a gym guide shows where licences fit in the timeline.
When you start collecting fees and issuing receipts, a billing tool keeps every payment in one place, which helps when an auditor or your CA asks for records. Varzish Mate records cash, UPI and card payments and creates a PDF payment receipt you can share. It is a record of payment, not a tax document.
